Commonly Asked Questions
Questions asked by prospective RFP applicants will be posted here throughout the application process. Responses to each question will be included.
1. The Conflict of Interest (COI) Form has been completed for an administrator. Do you need the COI form completed per organization, or individual? For example, do you need one for a student or research associate member?
Answer: Students and research associates directly associated with your institution are exempt from needing to sign the form. The supervisor/PI can sign for the group.
2. Regarding Project #7, have you identified potential actions, or do you need help prioritizing identified actions?
Answer: We will need help prioritizing actions. The goal of this first deliverable is to have a contractor help the OAH Council look back through our 2019 OAH Action plan and prioritize which actions would be most urgent to communicate about in order to promote behavior change in our targeted audience. An example of this could be to “Implement measures to reduce excess CO2 and OAH stressors in Oregon” (which came out of our action plan). We would then ask the contractor help us think of specific things we could ask of our audience to do to reach this goal. This could include things like upgrading sewage treatment, reducing carbon emissions, etc. The Council has a lot of different goals and ways to reach them, and a lot of perspectives that we need help focusing.
3. Do you need a nonprofit to be the FA, or can someone submit directly?
Answer. Anyone that is qualified can apply. Justify your costs accordingly, and explain what is included in salary costs versus overhead.
4. Regarding Project #7, what is the time frame for the actual campaign rollout?
Answer: This is dependent on what the applicant proposes. Deliverables 1 and 2 should be completed in full (see presentation for simplified bulleted list). For deliverable 3, “Develop a future communications messaging implementation plan that includes additional outreach methods, geographic scale of impact, and possible evaluation metric”, applicants are not necessarily responsible for completing this plan, just outlining how it could be completed and what resources would be needed. The main proposal should be completed in the 2 year time frame (i.e. 2022-2024).
5. Regarding Project #7, is the budget of $63,375 firm, or is there wiggle room?
Answer: The budget is firm in that we want an applicant to develop a complete proposal (addressing all aspects of the 3 deliverables) for the cost of $63,375. That said, if there are additional products that your firm could provide that could benefit the overall all messaging campaign, you are allowed to briefly describe them, why they could be important, and when you would implement them. These extra products will not influence your proposal scoring, but could help reviewers see your complete vision for the work. Also there is not currently additional funds to support more work, but there may be in the next year or so.
6. Can equipment costs be charged overhead?
Answer: Traditionally, equipment is not included in overhead costs, and that was the intent with this RFP. That said, the materials and supplies category (C - for equipment that costs less than $5,000) and the equipment category (E - for equipment that costs more than $5,000) are included in the direct cost totals, and total indirect costs can be charged for up to 15% of total direct costs. It is clearly stated on the budget template, Total Indirect Cost (G) that "indirect costs include overhead, administrative costs, or costs that cannot readily be identified to a specific project or function, but are actually incurred by an organization. Applicants are encouraged to waive indirect project costs, or submit a lower rate of indirect project costs (less than 15%) where possible."
7. Can student tuition be charged overhead?
Answer: Student tuition is included in the direct cost totals, and total indirect costs can be charged for up to 15% of total direct costs. 8. On the Conflict of Interest Form, what should be put in the first input area (COI disclosure in response to . . . )?
Answer: Simply put the title of the grant, "Ocean Acidification and Hypoxia Research, Monitoring, and Communications - Project #" and then put the project number for which you are applying (e.g., #1 - Intertidal OAH monitoring in marine reserves, #2 - Subtidal OAH monitoring in marine reserves, etc.).
